Requirements for Camouflaging and Sharing of Mobile Telecommunication Sites

1. Understanding the Current Situation

  • Study and analysis of the region’s climatic conditions in terms of urban landscape and townscape.

  • Examination of the telecommunication site location within the designated area based on upper-level plans, future and ongoing projects, to assess potential physical–functional changes in the mast location.

  • Assessment of the natural characteristics of the area in terms of topography, visibility, and green spaces.

  • Identification of the social identity and functional characteristics of the area.

  • Comparative studies and review of past experiences and practical cases in Iran and around the world.

2. Familiarity and Proficiency with Telecommunication Infrastructure Fundamentals

  • Understanding of the technologies, equipment, and necessary components required for telecommunication systems.

3. Review of Legal Environment, Regulations, and Relevant Organizational Restrictions

  • Economic justification for the necessity of camouflaging and site sharing for all parties involved (operators and municipalities).

Reasons for the Approach Toward Beautification and Site Sharing

1. Urban Aesthetic Enhancement

  • Beautification of urban spaces and landscapes.

  • Ease of obtaining installation permits from municipalities due to reduced visual pollution.

  • Facilitated approval for installation in historical or touristic areas.

  • Reduction of public concern regarding the psychological effects of electromagnetic radiation from telecommunication sites.

2. Increasing Subscribers and the Need for More Sites in Urban Areas

  • Optimization improvement.

  • Multiplicity of operators (currently three major operators) requiring multi-design site planning.

  • Limited availability of authorized spaces for site installation.

3. Technology Transfer, Specialized Training, and Job Creation

  • Development of specialized expertise leading to employment opportunities and potential for exporting engineering products and services.

4. Revenue Generation through Advertising Camouflage of Telecommunication Sites
